The Franklin County Auditor, an elected position, oversees the Franklin County Auditor’s Office (FCAO), which serves the community by ensuring fairness and accuracy in weight and measures across the County.  As a trusted steward of County finances, the Office strives to promote fiscal responsibility and innovative initiatives that benefit residents by protecting and empowering consumers and ensuring they receive what they rightfully pay for.
FCAO is seeking Appraisal Director candidates to lead, under the general administrative direction of the Deputy Chief of Staff – Real Estate, the Appraisal Division which has 10 staff and is responsible for all activities related to real estate valuations for the County, including oversight and planning of annual maintenance projects and the sixth-year Sexennial Reappraisal and third-year Triennial Update valuations. The ideal candidate will be an innovative, approachable leader with strong administrative skills, a collaborative management style, and exceptional interpersonal and communication skills.
The ideal candidate must have a bachelor’s degree in business administration, real estate, public administration, or a related discipline, and a minimum of ten (10) or more years of direct appraisal/ assessment experience; five (5) years specializing in commercial and industrial appraisal is preferred, but not required; or any combination of training, education, or experience which provides the desired knowledge, skills, and abilities to perform the essential functions of this position.  Candidates must understand tax incentives such as TIF’s, Exemptions, Abatements, and the CAUV processes.  Requirements include a State Appraiser Certification issued by the State of Ohio and a valid Ohio driver’s license with an acceptable driving record.

Real Property Appraiser (Full-Time)


The Town of Salina, located on the northern border of the City of Syracuse, is looking for a full-time employee for the position of Real Property Appraiser.

Job Responsibilities:
Conducts field inspections of real property for appraisal and reappraisal, taking detailed field notes.
Prepares comprehensive reports detailing the basis for valuation estimates, supported by pertinent data.
Reviews deeds and property records to extract and verify essential information, reporting discrepancies in property characteristics such as location, topography, condition, and improvements.
Confers with taxpayers, appraisers, attorneys, and local officials to explain valuation factors and address complaints and grievances.
Maintains property files, record cards, and assessment materials, ensuring accurate data collection and organization.
Evaluates various types of real estate, reviews appraisals from external sources, and prepares detailed original reports.
Assists with public relations tasks and handles correspondence and telephone inquiries.
Performs related duties as assigned under the direct supervision of the Assessor.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS 

Good knowledge of modern principles and practices of real property data collection and appraisal for tax purposes.
Working knowledge of legal terminology used in deeds, liens, property descriptions and tax records.
Demonstrate ability to make accurate appraisals of real property.
Ability to plan and supervise the work of technical subordinates.

Demonstrates the ability to effectively address concerns from property owners, maintaining professionalism, integrity, tact, and courtesy to resolve concerns and foster resolutions.

Additional Information:
This position is provisional until the successful completion of the Civil Service Exam
Must possess a valid driver’s license in good standing
Pay: $32.65/hour
Hours: Full-time, 35 hours per week
Schedule: Monday–Friday, 9:00 AM–4:30 PM

Minimum Qualifications
A.
1. Graduation from high school or possession of an accredited high school equivalency diploma, and,
2. Three (3) years of satisfactory full-time paid experience in an occupation involving the valuation of real property, such as appraiser, valuation data manager, real property appraisal aide or the like. Two (2) years of college study in a related field may be substituted for one year of the experience. Two (2) years of this experience must have been in a full-time paid position requiring the use of independent judgment in the appraisal of real estate, including the preparation of original written detailed reports;

or,

B.
1. Graduation from an accredited two or four year college with a major in a related field and a minimum of 12 credit hours in real property appraisal courses; and,
2. One (1) year of satisfactory full-time paid experience in an occupation involving the valuation of real property, such as appraiser, valuation data manager, real property appraisal aide or the like. This experience must have been in a full-time paid position requiring the use of independent judgment in the appraisal of real estate, including the preparation of original written detailed reports.

Senior Commercial Appraiser

Regional Commercial Real Estate Appraisal Firm seeks a self-motivated individual to act as a Senior Commercial Appraiser.   Such a candidate is required to be state certified and have a minimum of 5 years’ experience in the valuation of commercial real estate including retail, office, industrial, multi-family, and special purpose properties.   Our territory covers all of New York, New Jersey, Connecticut, eastern Pennsylvania, and western Massachusetts.  Primary area of focus will be New York State (Hudson Valley) & Northern NJ.

A complete understanding of Microsoft Office and Excel is required.  Experience with Argus Enterprise and appraisal report writing software packages, such as Valcre is preferred.

In case anyone is interested, I received a letter from the Department of Transportation saying they are looking for appraisers to work in their Office of Right of Way. The letter says the position (Real Estate Specialist I (SG-18) may not require taking a civil service exam and that the three main functions are acquisition, appraisal, and property management.
